DIPLOMATIC MISSIONS
- Embassy
The diplomatic mission which represents its home country and offers services for its citizens in another country.
- Permanent Mission
The diplomatic mission representing home country at a major international organization like UN or OECD.
- Consulate General
The diplomatic mission which provides consular services in a major city of foreign country.
- Consulate
Consulates provides more or less the same as the Consulate General but less.
- Honorary Consulate
Headed by an Honorary Consul and provides limited consular services.
TASKS OF THE EMBASSY:
. Representating country's government in another country.
. Informing his government concerning the internal affairs (social, political, economical, military and other events) of the host country.
. Preparing and organizing international treaties and official state visits.
. Introducing its country's tourism, culture, economy and science in the host country.
TASKS OF THE CONSULATES:
. to issue and renew passports
. to report about births, deaths, marriages, divorces, adoptions etc.
. to inform about the security state its own citizens
. to inform and handle concerning military formalities.
. to help its citizens in case of emergency.
. to watch over the rule of law and fair trials in case of detention or arrest of its citizens.
. to issue visas to foreign citizens and to inform them concerning immigration, residence and work permits.
WHO IS CONSUL?
A Consul;
- heads the Consulate
- represents his/her government in the host country
- assists and protects his/her own citizens
- develop commercial relations and friendship between the people of the two countries.
There can be only one ambassador from one country to another, however, there might be more than one consul in the same country.
WHO IS CONSUL GENERAL?
- heads Consulate General
- he is responsible for promotion of his/her country in terms of social, cultural, tourism affairs in the host country
- he provides consular services for fellow citizens.
WHO IS HONORARY CONSUL?
- These are not career diplomats
- Some of them are locally chosen.
- Mostly responsible for improving economic relations between the businessmen of a specific region amd home country's businessmen.
DIPLOMATIC TERMS
Agrément
Informing the host country about the appointment of the new Ambassador. This is done before appointing an ambassador to another country in order to have an idea about the acceptance or refusal of the host country of that Ambassador.
Ambassador Extraordinary and Plenipotentiary
Head of Embassy. He represents his/her own head of state. The terms "extraordinary" and "Plenipotentiary" simply mean possessing the full power to do his/her job.
Attaché
The officer at the Embassy, who has proffessional specialization as "cultural attaché", "commercial attaché", "labor attaché"
Chancery
The office (often called Embassy or Consulate) where the Ambassador/Consul his staff work.
Chargé d’Affaires, a.i.
In case of absence of the Ambassador, a senior officer in the embassy takes charge of the Embassy works temporarily.
Chief of Mission
Head of an embassy, permanent mission, consulate general or consulate.
Communiqué
Following important bilateral or multilateral meetings, a brief statement is issued. It is called Communique.
Concordat
If the Pope is a party of a treaty, that treaty is called Concordat.
Conference or Congress
Shortly international meetings are called Conference or Congress.
Consular Agent
If there is no regular consulate in a place, a Consular Agent can maintain consular work in a locality.
Consulate
The office which is established in another state;
- to support and protect its citizens traveling or residing there
- to issue visas to host country nationals wishing to travel to the country the consulate represents.
- to carry out consular duties,
- to serve as offices for the embassy, supporting, for instance, the Embassy’s political and economic responsibilities.
Consulate General
Presided by Consul-General is a bigger and more important consulate.
Consul, Honorary
A host-country national appointed by a foreign country to fulfill limited consular functions in a locality where the appointing state does no other consular representation.
Counselor of Embassy
The diplomatic title ranking behind an ambassador.
D.C.M.
Deputy chief of mission.
Delegation
The official party organized by a Government sent to an international conference or on some other special diplomatic mission.
Détente
The easing of tension among states.
Diplomatic Corps
The body of foreign diplomats assembled at a nation’s capital. In cities where consuls and consul general are resident, the are collectively known as the consular corps.
Diplomatic Immunity
Exemption of foreign diplomatic agents or representatives.
Diplomatic Note
A formal note among embassies.

Dispatch
A written message from an embassy to its home office or vice versa.
Economic Officer
A career diplomat who become specialist in economics rather than political, administrative, or other matters.
Exchange of Notes
A common way of recording (which is agreed upon in advance by the two nations) an agreement.
Exequatur
When a Consul is appointed, the host country issues a document to authorize him to carry out his consular duties.
Extradition
If a fugitive flees justice from one country to seek refuge in another country, the fugitive's country may ask for that fugitive to be returned.
Good Offices
In order to settle in a dispute between two states, a third state, an individual or an international body may exercise an effort. This is shortly good office.
Vice Consul
A consular officer. Deputy of Consul.
Visa
Providing authority to nationals of foreign countries to enter a country for either temporary or permanent residence.
